What does Made with Organic Ingredients require?

"Made with organic ingredients" is a real, regulated USDA category — not a loose marketing phrase. At least 70% of the ingredients must be certified organic, the operation is still certified and inspected, the certifier's name appears on the package, and even the non-organic remainder cannot use GMOs or other excluded methods. What it cannot do is wear the round USDA seal — that is reserved for the 95%-plus tier.

Who audits it, and how often?

The same USDA-accredited certifying agents that audit fully organic products audit this category, on the same annual cycle. The verification is real; the threshold is just lower.

What does Made with Organic Ingredients not cover?

The other 30%. Those ingredients can be conventionally grown with synthetic pesticides — and the label will not tell you which ingredients they are. The honest move when you see this label: flip the pack and read the ingredient list, and ask what the remaining 30% is. Everything the full organic seal leaves out — carbon, packaging, labor — is out of scope here too.
